Developer/Programmer Analyst 3
Texas Department of Information Resources requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Information Resources.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Information Resources  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Information Resources will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

This is an in-office, Austin role, you will serve as a ServiceNow developer supporting the Information Technology Services team to build out functionality in a newly configured ServiceNow instance to meet the business needs for ITS and other agency departments/teams.

The ideal candidate will have a strong background in ServiceNow development, including experience with ITSM ServiceNow modules. This role involves designing, developing, and implementing ServiceNow solutions to enhance our IT service management processes.

In this role, you will:

·      Design, develop, and configure ServiceNow solutions, including customizations and enhancements as the program grows.

·      Collaborate with stakeholders to gather requirements and translate them into technical specifications.

·      Assist in the documentation of processes, workflows, and technical configurations.

·      Work with Subject Matter Experts to develop and maintain ServiceNow workflows, scripts, business rules, UI policies, and client scripts.

·      Integrate ServiceNow with other enterprise systems using REST/SOAP APIs and other integration methods.

·      Lead and participate in unit testing and ensure quality standards are met.

·      Assist in development of upgrade plans and procedures.

·      Provide support for ServiceNow-related issues, troubleshooting, and resolving problems as needed.

·      Defines and manages the roles and access privileges of individual users and devices to a variety of applications to prevent unauthorized access.

·      Participate in the development of ServiceNow best practices, standards, and guidelines.

·      Stay updated with the latest ServiceNow features, releases, and industry trends.

 

Required Qualifications:

  • 5+ years in ServiceNow configuration and development experience with ITSM, ITAM and/or equivalent
  • Basic understanding of developing customized application using the ServiceNow App Engine module including implementation of the data model, user experience components, logic and automation, and security
  • Deep functional and technical knowledge of the ServiceNow configuration and implementation
  • Functional knowledge and implementation experience of IT Asset Management (ITAM) frameworks and demonstrated project management skills and experience working directly with customers and clients
  • Expert knowledge of ServiceNow performance, availability monitoring, and analysis as well as configuration management
  • Ten (10) years of professional experience working in information technology operations, support, or a related field.
  • Four (4) or more years of professional experience administering the ServiceNow platform.
  • ServiceNow Certified System Administrator.

 

Preferred Qualifications:

·      Experience designing, implementing, and managing ServiceNow ITSM processes

·      Experience designing, implementing an ITIL and/or Agile processes and methods.

·      A strong understanding and proficiency in ServiceNow platform administration, including configuration, customization and scripting.

·      Experience with ServiceNow ITSM or ServiceNow ITOM.

·      Experience designing, implementing and managing connectors and integrations from ServiceNow to other platforms and information sources.

 

Preference for one of the following certifications:

  • ServiceNow Implementation Specialist Certifications (preferably including Service Mapping or Service Management)
  • ITIL Foundation.
  • ITIL Managing Professional or other ITIL advanced certification.

 

Knowledge, Skills, and Abilities

·      Knowledge of the ServiceNow platform, architecture, functionality, and best practices.

·      Knowledge of the principles, best practices, and techniques of system delivery and operations management.

·      Knowledge of the broad scope of work management, Agile delivery and best practices for deployment lifecycle, build and integration testing, deployment and rollback.

·      Knowledge of ITSM systems.

·      Knowledge of ITIL best practices and methods.

II.  CANDIDATE SKILLS AND QUALIFICATIONS

III.  TERMS OF SERVICE
 
Services are expected to start 01/06/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 40 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Information Resources. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 9500 Metric Blvd, Austin, TX. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Information Resources will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Information Resources.

Other note: Selected candidate will be provided a maximum of seven (7) business days to provide their fingerprint scan for a background check. If the selected candidate does not meet the maximum amount of days provided, the selected candidate forfeits the onboarding process. DIR has the right to move forward with selecting an alternate candidate.

VI.  ADDITIONAL TERMS AND CONDITIONS
 

The term of this contract shall be through August 31, 2025 with options to renew per the DIR Contract Ts&Cs awarded. NOTE: DIR must be granted budget authority to renew this contract beyond the fiscal year. If the contract is renewed, a gap period may exist whereby the vendor will not have a Purchase Order in place.

VII.  RIGHT TO AMEND OR WITHDRAW SOLICITATION
 
DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
